Reads every case for the single prize. His questions: what is the one contest that defines the era, what serves it, and what merely spends it. Suspicious of any commitment without a defined end state, and of published threats, which trade escalation dominance for theater.

Doctrine
Name the prize
One contest defines an era. Everything is judged by whether it serves that contest; a war that fails the test is refused, however winnable.
Price violence privately
A published exchange rate hands the adversary the initiative at that rate. A great power prices its violence privately or not at all.
Build the ladder
An adversary must be able to climb down without announcing the loss. A claim can be purchased and retired; a fee installs the meter forever.
Spend the unanswered blow
Some attacks are worth more unanswered than avenged: publish the invitation, not the reprisal.
The record
1864–66
Chose the Danish and Austrian wars, fixed their end states in advance, and stopped at Nikolsburg over the king's demand to march on Vienna. The enemy of 1866 was the ally of 1879.
1870–71
Engineered the French declaration, took the war he wanted, and closed it before the neutral powers could combine.
1878
The honest broker: convened the Congress of Berlin to settle a war Germany had no part in, making Berlin the room where the powers deliberate.
1887
The Reinsurance Treaty: kept Russia contracted to neutrality alongside the Austrian alliance, a contradiction only he could hold. His successors dropped it in two years.

Presiding. Argued the strait is a backwater to the Taiwan prize; proposed the congress of the strait's users, the free-ride expiry, and the purchased retirement of Iran's claim. Recalled in supplementary session to coin the two-lane strait.
