The lens

Reads every case as a market in protection. His questions: what does a violation cost, who collects, who pays the standing overhead. Deterrence is a price list; a promise open to everyone converts the fleet into a free collection agency.

Doctrine
Answer publicly, price exactly
Credibility is manufactured by answered violations, at a price the violator can compute in advance.
Recruit by premium
Navies are recruited by premium, never friendship. When insurance bites, governments discover their own reasons to send a frigate.
Enumerate the protected
Protection must name its beneficiaries. Open-ended guarantee is a subsidy the enforcer pays.
Sell passage, not seats
Keep the strait a service you provide and price, never a condominium you share.
The record
1850
The Don Pacifico affair: blockaded Piraeus over one merchant's claim and won the Commons with civis Romanus sum. The doctrine held for a generation; the overhead aged badly.
1854–56
Took Britain into Crimea to price Russian expansion at the strait it coveted, and out again once the price was paid.
1857–60
Gunboat enforcement in China: the collection agency at its most naked, profitable, and morally expensive.
